Overview
The SGMLPixelsToValue function converts integer pixels to a PT_PX value.

Syntax
PVALUE = SGMLPixelsToValue ( int value );
Parameters
value
A int specifying pixels.
Return Value
A PVALUE (dword) as the pixels in 100ths with a PT_PX unit designator.
Remarks
This function does not test for an overflow.
