XBRL Staff Issues Proposed 2027 DQC Rules Taxonomy, Solicits Comment

The XBRL staff of the Financial Accounting Standards Board (FASB) has issued proposed additions to the 2027 Data Quality Committee Rules Taxonomy (DQCRT). The taxonomy communicates XBRL US Data Quality Committee (DQC) validation rules primarily for regulatory use, while allowing regulators discretion in deciding which rules to adopt for validation.

The following DQC Rules are included in the proposed 2027 DQCRT:

DQC 0124: Breakdown of Lease Liabilities & Assets Across Financial Statement Line Items

  • This rule ensures that when a filer reports lease liabilities or assets that do not appear in the presentation linkbase of the financial statements, the filer identifies the financial statement line item(s) in which they are included, either by using the associated extensible list item or by disaggregating across two or more members of the StatementOfFinancialPositionLocationBalanceAxis.

DQC 0142: Typed Dimension Axis Restriction

  • This rule ensures that facts representing the details of a BDC investment position identified by a typed investment identifier dimension are not associated with any additional dimensions, except InvestmentCompanyNonconsolidatedSubsidiaryAxis.

DQC 0179: Dividend Event Disclosures

  • This rule ensures consistent reporting of dividend event information by requiring the appropriate use of DividendsAxis, logical sequencing of dividend dates, appropriate scale and reporting periods for dividend-per-share amounts, unique identification of dividend events, and consistency between dividend payable amounts and related payment dates.

DQC 0181: Interest Expense Operating and Nonoperating

  • This rule ensures that interest expense is reported using the appropriate operating or nonoperating interest expense element based on its presentation in the calculation linkbase.

DQC 0190: Employee Benefit Reporting

  • This rule ensures that Employee Benefit Plan (EBP) concepts are used only in Form 11-K EBP filings, that investment fair value and contract value concepts are used within the appropriate master trust hypercubes, that prohibited dimension combinations and table usage are avoided, and that LegalEntityAxis is used correctly on all facts.

DQC 0199: Rate Basis Reported on Investment Schedules

  • The rule ensures that investment schedules for Business Development Companies (BDC) are completed correctly by checking for the presence of interest rate and maturity dates.

DQC 0208: Subtotals Match Extensible Enumerations in the Schedule of Investments

  • This rule ensures that extensible enumeration values reported for investment type and industry type also are reported as members (or descendants of members) on the InvestmentTypeAxis and EquitySecuritiesByIndustryAxis, respectively.

DQC 0217: Improper Use of Notional Amount Concepts with InvestmentIdentifierAxis

  • This rule ensures that DerivativeLiabilityNotionalAmount and DerivativeAssetNotionalAmount are reported with the applicable derivative contract identifier rather than InvestmentIdentifierAxis.

DQC 0246: Investment Identifier Axis Key Validation

  • This rule ensures that when the pipe-delimited key-value format is used on the InvestmentIdentifierAxis dimension of a Schedule of Investments, security names are unique, only approved keys are used, keys are not duplicated, key values are valid, and all required keys are present.

DQC 0252: Identifier Axis Required on Schedule of Investments Tables

  • This rule ensures that each table used to tag the Schedule of Investments (SOI) of Business Development Companies (BDCs) and other investment companies includes the identifier dimension defined for that table.
